Judicial Panel Slams Nigerian Army, Police, SSS for Zaria Massacre Of 347 Shi’ites

A colossal failure of intelligence is to blame for last December’s massacre of at least 347 members of a Shi’a Muslim group in Zaria, a judicial commission of inquiry into the killings says in its report.
The commission, set up by the Kaduna State government, said the Nigerian Army, Police and the State Security Services, failed in their responsibilities, thereby allowing the killings by the army to occur.
The Shi’a Islamic Movement said it lost more than a thousand members in the attack that took place between December 12 and 14 at its headquarters.
The judicial panel said it could confirm 349 deaths – including a soldier. It said that military officials refused to cooperate with investigators, hindering the panel’s ability to know the exact number of deaths.
The army claimed it killed only seven Shiites for blocking a public road and attempting to assassinate its chief, Tukur Buratai, a lieutenant general.
The report did not blame Mr. Buratai for the deaths. It indicted the General Officer Commanding the Nigerian Army 1st Division in Kaduna, Adeniyi Oyebade, a major general, and A.K. Ibraheem, a colonel, who led the operation.
It also recommended the trial of officers who partook in the killings and criticised the security agencies for choosing brute force over basic intelligence in responding to civil unrest.
The report was submitted to Governor Nasir el-Rufai on Friday, but its details are not public yet. PREMIUM TIMES obtained the report exclusively.
The 13-man panel, led by Mohammed Garba, a judge at the Federal Court of Appeal, Port Harcourt, said the Nigerian Army and security agencies have intelligence capabilities but failed to put them to use.
“The clash between the Nigerian Army and the IMN from 12-14 December, 2015, reveals a glaring failure of intelligence. The SSS, the NPF as well as the Nigerian Army all have intelligence functions in their mandates.
“The Nigerian Army failed to by all indications gather sufficient intelligence that could have been used to follow another route for example, thereby avoiding the clash,” the panel said.
The commission condemned the sloppy attitude of security agencies towards their job, saying they might have allowed themselves to be infiltrated by the IMN when the reverse should have been the case.
“This inadequacy and the reluctance of these agencies to provide vital information requested raise concern on how well they are doing their work.
”There is also an allegation that has made the rounds that it is the IMN members that have infiltrated the security agencies of the country rather than the order way round. This is indeed a very worrying situation,” the commission said.
The commission lambasted Nigeria Police for their role in the bloodbath.
“While the NPF was present at the beginning of the clash, they explained to the commission that they took the decision to withdraw from the scene and go and defend their police stations, suggesting thereby that they had no responsibility for law enforcement at the scene of the clash.
“The 1999 Constitution task police to for detection and prevention of crime and apprehension of offenders.”
While the report did not blame the federal government for any role in the killing, or its response after, it criticised the government for failing to take “proactive measures” against “seemingly dangerous groups and organisations” by failing to implement previous reports.
“Testimonies of witnesses and stakeholders who appeared before the commission point to reasonable conclusions that there was a lack of political will on the part of the federal government to take proactive action against seemingly dangerous groups and organisations.
“Many witnesses pointed to the non-implementation of recommendations of reports of previous commissions of inquiry relating to this group and others who have posed grave threats to peace and harmonious living. Of particular relevance have been the reports of Galtimari and Sheikh Lemu Presidential commissions pertaining to Boko Haram insurgency.
Amongst 33 recommendations, the commission advised the Kaduna State Government and the federal government to take intelligence gathering serious, facilitate training and equipment for security agencies and ensure that Islamic groups like the IMN are placed under regular surveillance.

ISIS ‘Operatives’ Had Differences over Picking India Chief: NIA

WHO WILL head the Islamic State (IS) in India? It was this question that led to differences within members of the terror group, claims a chargesheet filed by the NIA in a special court in Delhi.
The chargesheet, filed Monday, stated that to elect the “Ameer-e-Hind”, the man to lead the members to establish “Khilafat” in India, the alleged IS members held their first meeting on November 1, 2015. The meeting ended in a deadlock, after an “infuriated” Yusuf-al-Hindi, an IS handler now based in Syria, disagreed over the choice made by six members. The decision by the alleged members was later overturned and Yusuf-al-Hindi’s man declared “Ameer-e-Hind”.
The chargesheet — against 16 suspected IS operatives — said the meeting in Lucknow was held “with an agenda to establish Khilafat in India and formation of an organisation, namely Junoodul-Khilafa-Fil-Hind (Army of Caliph of India)”.
It said the meeting was hosted by one of the accused, Mohammed Aleem of Lucknow, and was attended by other accused — Nafees Khan, Mudabir Mushtaq Shaikh, Mohammed Hussain Khan, Rizwan Ahmed, Ikrama and Mohammed Aleem. The NIA alleged that members at the meeting decided that 23-year-old Ikrama, who hails Madhya Pradesh and belongs to the Darul-uloom in Deoband, should be made the “Ameer for the whole of India”, but Yusuf was “infuriated” with the decision.
“He was not happy with the decision taken in the meeting as Ikrama was not senior enough to become an Ameer… Yusuf made a voice call to Nafees’s phone on Skype… As suggested by Yusuf, the post of ‘Ameer-e-Hind’ was decided to be given to Mudabbir Mushtaq Shaikh,” the chargesheet said, adding that Ikrama was designated as Askari Ameer (battalion commander) and Nafees from Bihar was declared Maliyat Ameer (head of finance).
According to the chargesheet, a second meeting was held on November 25, 2015, this time in Bengaluru in the house of accused Mohammed Afzal.
It was attended by accused-turned-approver Abdul Ahad and other accused Mohammed Afzal, Asif Ali, Syed Mujahid, Najmul Huda and Nafees. In this meeting, the NIA claimed, the structure of the organisation in Karnataka was decided and while the post of Ameer was kept vacant, Nafees was named his deputy, Najmul Huda as the battalion commander and Asif Ali as the Media Ameer.
It said Yusuf “advised” Ameer-e-Hind Mudabbir to “learn to make a time-bomb by using a mobile phone”. “At the instance of Yusuf, Mudabbir purchased a Yeptel mobile, a soldering rod, soldering wire and also conducted experiments,” the chargesheet stated.

china-muslimBEIJING: Chinese Muslims should promote social harmony and resist illegal religious “infiltration”, President Xi Jinping said while visiting a mosque in a heavily-Muslim part of western China, state media reported on Thursday.
There are about 21 million Muslims in China, ranging from the Uighur people who live in the violence-prone far western region of Xinjiang to the Hui, many of whom are highly Sinified, and other ethnic groups.
China’s constitution guarantees religious freedom, but rights groups say the officially atheist ruling Communist Party seeks to restrict religious practice, especially for Muslims. China strongly denies such charges.
Touring Ningxia, home to about 2.4 million mostly Hui Muslims, Xi said Chinese Muslims should practice their religion as part of Chinese society and “carry forward the patriotic tradition”, the official China Daily said.
“Religions in our country, the endemic ones and those from abroad, have become deeply embedded in the Chinese civilisation, whose history covers more than 5,000 years,” Xi said while visiting a mosque in Ningxia’s regional capital Yinchuan.
“They will continue to flourish while taking root here.”
Muslims must “resolutely oppose illegal religious infiltration activities” and promote religious and social harmony, Xi said, the official Xinhua news agency added, without elaborating.
The Chinese government says it has been facing a rise in Islamic extremism, especially in Xinjiang, where hundreds have died in violence in recent years.
Beijing blames foreign extremists for stirring up tensions, particularly in Xinjiang, where it says it faces a determined campaign by extremist separatists who want to establish an independent state called East Turkestan.
But many rights groups and exiles doubt the existence of a coherent extremist group in Xinjiang, and say Uighur anger at repressive Chinese policies is more to blame for the unrest.

Muslim Passenger Kicked Off American Airlines Flight After Attendant Announced Over Tannoy: ‘I'll Be Watching You’

Mohamed Ahmed Radwan had boarded a plane in Charlotte, North Carolina and the flight attendant went to the tannoy and said: “Mohamed Ahmed, Seat 25-A: I will be watching you.”
The employee made no other announcements about any other passenger.
Mr Radwan asked the employee why she had made the announcements. She reportedly responded that he was being “too sensitive”.
The passenger then reported the incident to two other American Airlines employees.
He was told he must leave the plane as he had made the first air stewardess “uncomfortable”.
The Council on American-Islamic Relations has filed a complaint about the incident, which happened in December last year, to the Department of Transportation after failing to resolve the matter directly with the airline.
CAIR’s staff lawyer, Maha Sayed, wrote in the complaint that Mr Radwan was “singled out” and “unjustifiably” removed from the plane due to racial discrimination.
“Given the continuing rise of anti-Muslim rhetoric and hate crimes occurring throughout the United States, this type of reckless and harmful conduct should not be tolerated by our nation's airlines, which are legally charged with safely carrying all individuals who are rightfully present in an equal and nondiscriminatory manner, without regard to their religious affiliation or ethnicity,” the letter read.
“This incident is particularly troubling given the recent wave of incidents in which airline personnel have arbitrarily removed passengers of Muslim and/or Middle Eastern background without an objectively reasonable cause or explanation,” Ms Sayed added.
An American Airlines spokeswoman said in a statement: “American [Airlines] was contacted by CAIR earlier this year. We thoroughly reviewed these allegations and concluded that no discrimination occurred. We serve customers of all backgrounds and faiths and do not tolerate discrimination of any kind.”
In April, a Muslim woman was removed from a Southwest Airlines plane at a Chicago airport after she had asked to switch seats as she was told she had made the flight attendant “uncomfortable”.
A Muslim family of five were also escorted off a United Airlines flight in March for “how they looked”. They said they had asked staff if there were any safety harnesses for their three children. The pilot told them they had to leave as it was “a safety issue”.

Turkey declares three-month state of emergency

The Turkish government declared a three-month-long state of emergency throughout the country late on July 20, in a bid to tighten its grip on security as it launched extensive operations against suspected members of the outlawed organization allegedly behind the recent failed military coup attempt.
The primary implication of the decision taken by the cabinet, in line with Article 120 of the constitution, is the limitation it will impose on basic rights and freedoms without requiring legal regulations by decree law.
According to the law, a state of emergency can be declared by the cabinet, led by the president, after taking the National Security Council’s (MGK) opinion into consideration. It can be applicable in specific parts of the country or throughout the country for up to six months.
The law enables state of emergency exercises in situations of natural disasters, epidemics or intense economic depression, as well as at times when the country faces threats to its constitutionally-protected free and democratic order and indicators of violent acts targeting basic rights and freedoms. It can also be put into force when public order is seriously disrupted by violent incidents.
According to the law, ministries will be tasked with coordinating the state of emergency, while there will be a coordination commission and there also may be state of emergency councils. Governors will also play a more effective role during this period in terms of both security and local governments.
During a state of emergency, detention periods can be extended beyond 48 hours, which is the maximum amount of detention time before suspects can be tried by a court under normal constitutional procedures. 
The state of emergency will also allow authorities to impose limited or full curfews, as well as prevent people from gathering or traveling at certain times or in certain places. Body, vehicle and property searches and the seizure of potential evidence will be authorized as well. People will also be asked to carry their IDs with them everywhere.
The authorities will also be able to ban the pressing, publishing, distributing and replicating of certain newspapers, magazines, pamphlets, books and leaflets, as well as seize such publications that were banned previously. Controlling, recording, and banning certain speeches, scripts, pictures, films, records, theaters and films, as well as audio and image records and all audio-related broadcasts, will also be possible.
The practice will limit certain individuals’ or groups’ entrance to certain places and will permit removing them from certain places. Public gatherings and meetings, marches and parades can be banned or postponed by the authorities. The operations of associations can also be stopped without exceeding three months. 
The parliament will be tasked with discussing and finalizing the state of emergency decree laws within 30 days and it has the authority to reject or approve it with or without making amendments. If parliament rejects a state of emergency decree law, it will be dismantled. All approvals, amended approvals and rejections will be made not by parliamentary decisions but through law.
The practice also allows law enforcement officers to shoot individuals who violate surrender orders or attempt to exchange fire, or in self-defense situations. Probes regarding such cases will also be carried out without suspects being arrested.
The last state of emergency was declared in Turkey in July 1987 in a number of the country’s southeastern provinces and lasted until November 2002.

Bangladesh court jails opposition leader Khaleda Zia's son

DHAKA: A Bangladesh court Thursday sentenced the eldest son of the main opposition leader to seven years in prison for money laundering, a move that could end his political ambitions.
The high court convicted 51-year-old Tarique Rahman, overturning a 2013 acquittal by a lower court, and sentenced him to seven years in jail.
Rahman, who lives in exile in London, is the eldest son of opposition leader and two-times former Prime Minister Khaleda Zia and was considered her political heir apparent.
“The high court said Tarique Rahman influenced political power to help his close friend Giasuddin Mamun to get and then launder 200 million taka ($2.5 million),” Deputy Attorney General Moniruzzaman Kabir told AFP.
“Mamun took the money as a bribe for securing a power plant contract for a construction company and laundered the money to a Singapore account.” Kabir said Rahman had taken 45 million taka from the account.
He was sentenced to seven years in jail and fined 200 million taka, the attorney general said. Rahman will now be barred from politics unless the Supreme Court overturns his conviction, Kabir said.
There was no immediate comment from Zia's Bangladesh Nationalist Party (BNP).
The BNP has been weakened by its decision to boycott the controversial 2008 elections and subsequent crackdowns on the opposition by the government of Prime Minister Sheikh Hasina.

Mali Extends State of Emergency After 17 Soldiers Are Killed

BAMAKO, Mali — Mali extended a state of emergency for 10 days on Wednesday, after a spate of attacks by armed groups killed dozens and destabilized the vast desert country.
The government’s council of ministers also declared a three-day period of mourning for the 17 soldiers killed in an attack on an army base on Tuesday that was suspected to have been carried out by Islamic extremists.

Kolkata Police aim to stifle online recruitment by terror groups

Amid reports that the terror groups were “luring” and “inducting” vulnerable youths into their fold through social media and networking sites, the Kolkata Police has decided to recruit around 100 software and networking experts on contract for its Special Task Force (STF), that will keep an eye on such activities on the Internet.
The West Bengal Home Department has given its green signal to the Kolkata Police for an immediate recruitment of 40 such experts on contract in the initial stage. The move was initiated after Kolkata Police Commissioner Rajeev Kumar stressed on the need for better monitoring of social networking sites such as Facebook and Twitter where the police believe terror groups “spot” potential recruits.

Maharashtra government has rolled out ‘deradicalisation policy’ for Muslim youths

After almost a year of deliberations, the Maharashtra government has rolled out its “deradicalisation policy” for Muslim youth. The initiative is being called “Guidelines regarding, Economic, Social and Education Development of Minority Youth and Remedy for positive change.”
“For ensuring the integration of boys and girls from the minority community into the mainstream of development is necessary to create an awakening among them and explain to them the hurdles in their development. It is also necessary to facilitate a positive change in them and increase their role in social development,” the policy states. It also lists the steps that each department should take to ensure better integration of the community.

Gujarat: Muslim Group Expresses Solidarity With Dalits, Seeks Ban On Gau Raksha Samitis

Expressing solidarity with Dalit victims of Una, Ahmedabad Muslim Youth Group Wednesday submitted a memorandum to Ahmedabad collector, seeking banning of gau raksha samitis across the state and registration of criminal cases against policemen for their alleged dereliction of duty.
Activist and advocate Shamshad Pathan, who led the delegation to the collector, alleged that the “connivance” of the police in the brutal flogging of Dalit youths in Una was quite “clear”.

India shame: VHP sought death penalty for Akhlaq’s family

Bishahra: After registration of an FIR against Mohammad Akhlaq’s family in the Dadri lynching episode, the Vishwa Hindu Parishad has demanded death penalty for the family.
According to a report published in The Hindu, a meeting was held on Monday in Bishahra, which was attended by Senior VHP functionary Jugal Kishor  and other VHP activist .
Kishor put forward the demand of death penalty of Akhlaq’s family after UP police registered an FIR  against them under the U.P. Prevention of Cow Slaughter Act, 1955, and the Animal Cruelty Act .

Malaysia’s counter-terrorism efforts draw India’s attention

INDIAN Prime Minister Narendra Modi has shown serious interest in Malaysia’s moderation agenda and its counter-terrorism efforts, said Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.

International People's Tribunal Declares Indonesia Responsible for 1965-1966 Mass Killingsi

Jakarta. The International People’s Tribunal in the Hague declared on Wednesday (20/07) that Indonesia was responsible for committing crimes against humanity during the 1965-1966 mass killings which killed between 500,000 to one million suspected communists.
The military-backed purge against Indonesian Communist Party (PKI) members and their sympathizers paved the way for the rise of former President Suharto's New Order regime.
The final verdict of an international panel of judges stated Indonesia must be held accountable for ten gross human rights violations that happened in 1965-1966, including genocide against members, followers and sympathizers of the PKI and supporters of President Soekarno as well as members of the Indonesian National Party, or PNI.

Muslim Passenger Kicked Off American Airlines Flight After Attendant Announced Over Tannoy: ‘I'll Be Watching You’

Mohamed Ahmed Radwan had boarded a plane in Charlotte, North Carolina and the flight attendant went to the tannoy and said: “Mohamed Ahmed, Seat 25-A: I will be watching you.”
The employee made no other announcements about any other passenger.
Mr Radwan asked the employee why she had made the announcements. She reportedly responded that he was being “too sensitive”.
The passenger then reported the incident to two other American Airlines employees.
He was told he must leave the plane as he had made the first air stewardess “uncomfortable”.

Pro-coup sniper on Istanbul’s Bosphorus Bridge tower shot dead during coup attempt

A sniper from the faction within the Turkish military that attempted to carry out a coup was shot dead by special operations police on the night of July 15, after climbing up the Asian-side tower of Istanbul’s Bosphorus Bridge and targeted civilians confronting the soldiers on the bridge.
The sniper, who allegedly shot several civilians from the tower of the bridge, was later shot dead by a police officer, sources said, adding that his body was later found on the bridge deck.

State-run Anadolu Agency quoted sources reporting that Lieutenant Ali Sarıbey is accused of being among the soldiers who attacked Erdoğan’s hotel in Marmaris.       
Sarıbey was captured by police officers during a vehicle check in the Ula district of the southwestern province of Muğla.

Erdoğan says he learned of coup attempt from his brother-in-law

Bangladesh arrests four militants in hunt for cafe attack Islamists

Bangladesh's security force arrested four members of Jamaat-ul-Mujahideen (JMB) on Thursday, including a regional leader of the banned group blamed for the Islamist attack on a cafe in Dhaka in which 22 people were killed, mostly foreigners.

Terrorist Groups Confirm Sustaining Heavy Toll in Lattakia

TEHRAN (FNA)- Lattakia province in Northeastern Syria has been the scene of the most severe fighting between the army forces and the militants with the terrorist groups sustaining heavy toll during the clashes.
News websites affiliated to the dissident groups reported that the Syrian army attacked the militants' positions and supply routes near Jabal al-Turkmen (Turkmen mountain) and Jabal al-Akrad (Kurds mountain) with different weapons.

A third killed in Nice attack were all Muslim

Out of the 84 victims who died in the Nice attacks on France’s Bastille Day, at least 30 were Muslims, figures based on the types of funerals required by relatives released by local Nice authorities revealed Tuesday.
The Muslim victims came from or had roots in many different countries including Algeria, Morocco and Tunisia, according to Otmane Aissaoui, head of a Nice mosque and president of the Union of Muslims of Alpes-Maritimes.

Attack on Nice: My brother the jihadist Mohamed Merah

He had the same surname as Mohamed Merah, the 23-year-old extremist who killed seven people in south-western France in 2012 before being shot dead by police.
I rang Abdelghani, introduced myself as a journalist reporting on jihadism in the Nice area, and remarked on the coincidence of his name.
"Mohamed Merah was my little brother," he said in a soft Toulouse accent. I was startled.
We meet on Bastille Day. Abdelghani is wearing a T-shirt and a fake LA Dodgers cap. We find shelter from the sun at a cafe by a marina.

Don’t underestimate Islamic State. More atrocities are on their way

Islamic State waited less than 48 hours to claim responsibility for the horrific massacre in Nice in which at least 84 people – 10 of them children – lost their lives last Thursday night. This week Isis again moved swiftly to claim responsibility for Monday’s axe attack by a 17-year-old Afghan refugee on a train in Germany, in which four people were seriously injured before the attacker was killed by police.

Mustafa Kamal’s party launched in KP

PESHAWAR: The Pak Sarzameen Party founded by former Karachi mayor Mustafa Kamal was launched in Khyber Pakhtunkhwa on Wednesday.
The party leadership also announced the formation of organising committee to propose names for the provincial and divisional cabinets in two months.
The launch was announced by PSP general secretary Raza Haroon during a news conference at the Peshawar Press Club.
He was accompanied by PSP central vice chairman Waseem Aftab and other office-bearers.

Sindh govt, Rangers still at odds over policing powers extension

KARACHI/HYDERABAD: A day after the expiry of the tenure of Rangers’ special powers, the Pakistan Peoples Party-led provincial government appears to be in no hurry to give another lease of life to the paramilitary force’s task to police Karachi.
On May 9, the tenure of Rangers special powers was extended for 77 days only in Karachi division with effect from May 4. The 77-day period ended on July 19.

Raheel, US commander discuss Afghan peace plan

ISLAMABAD: Army Chief Gen Raheel Sharif and US top commander in Afghanistan Gen John Nicholson on Wednesday held talks on retuning of their cooperation for Afghan peace.
Commander of the Resolute Support Mission in Afghanistan Gen Nicholson was on his routine visit to Pakistan during which he held discussions with the army chief on management of Pak-Afghan border and prospects of peace and reconciliation in Afghanistan. It was his first visit to Pakistan since President Obama earlier this month announced adjustments in the plan for withdrawal of troops from Afghanistan leaving behind 8,400 troops through the end of this year and Nato renewed its pledge for its continued support to Afghanistan.
